'Sweet game'
Mary Prior KC, prosecuting, outlined the criminal behavior to the legal proceedings.
She explained his those affected were under-privileged children who were participating in a summer program which he operated.
The man conducted a "treat game" with the children, Mrs Prior said, in which he would access the children's bedrooms when they were getting ready for bed and ask them to consume candy "as fast as possible".
She informed the proceedings the defendant had played this game with the boys "for many years", and minors had previously become sick the subsequent day.
She said Ruben had been capable of justifying this for many years as the youngsters being "overwrought by enjoyment", until his stepchild had concerns in recently.
The legal representative stated further: "This year his family member had worries about what was going on, with valid cause.
"They decided to examine in the man's possessions."
The prosecutor explained materials including infant oil, petroleum jelly and syringes were discovered, and his stepson contacted the police about his worries.
She said Ruben proceeded to play the "candy game" with six boys that night - that Saturday - and they were everyone unwell the subsequent day.
"Authorities" had not arrived by that stage," she stated further.
The regulatory agency, the police conduct office, previously told that it was reviewing the police response of the situation.
The legal representative said the minors were unable to walk properly due to their sickness, so the stepson contacted the law enforcement once more.
She explained Ruben then played the "candy game" in a area of five children.
