The pace bowler has secured over 300 dismissals in 71 five-day games with an impressive average.
Australia's selection chief Bailey has declared that skipper Cummins will play a "major part" in the upcoming historic rivalry.
Speculation had been growing that Cummins might be unavailable due to a stress fracture in his back that was still troubling him.
Earlier indications from the squad suggested no definitive call had been made regarding his involvement, with the extended contest set to start on November 21 in Perth.
He revealed that the captain is progressing and was "optimistic" about the likelihood of being involved.
"We know that the window is narrowing and various factors at play, not only the physical problem, but additional elements," Bailey remarked.
"We're encouraged. [We are] really confident that he's going to play a significant role. Hopefully starting in Perth. Should that not happen, then we'll pick it up."
Injury History
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals recently after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with recurrences in 2012-13, 2013-14 and 2015-16 leading to absences from three Australian summers in a short span.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to secure his spot for the contest.
He mentioned that he did not know if the captain had resumed bowling as part of his comeback but conceded it was "getting tight" for him to be fit for the initial match.
Alternative Arrangements
In case of absence, veteran batsman Smith will lead the side.
All-rounder Cameron Green was recently pulled out from Australia's squad for their ODI contests against India as a safety move because of soreness in his side.
Bailey described it as a "small issue and stated that he'll feature in the Sheffield Shield, so will be "well-prepared to resume bowling."
"Extensive planning has gone into developing the strategy for him to participate for the initial game as an dual-role player," he elaborated.
"He was only going to play the first two ODIs anyway. His aggressive style the willow in shorter formats, if it causes any delay for another day, the choice was made to take a cautious route."
